Response to Intervention Blueprints: District Level Edition

Response to Intervention (RtI) is the practice of providing high quality instruction and interventions matched to student need, monitoring progress frequently to make decisions about changes in instruction or goals and applying student response data to important educational decisions. RtI should be applied to decisions in general, remedial and special education, creating a well-integrated system of instruction/intervention guided by student outcome data. The purpose of the "Blueprint documents" is to provide a framework around which implementation of RtI can be built. The "Blueprints" build on a previous definitional and policy document published by NASDSE, "Response to Intervention: Policy Considerations and Implementation" (Batsche, G., Elliott, J., Graden, J., Grimes, J., Kovaleski, J., Prasse, D., Reschly, D., Shrag, J., & Tilly, D., 2005). There will be three "Blueprints" in this series: one each at the state, district and building level to guide implementation. These documents were created to provide concrete guidance to implementation sites. This "District Level Blueprint" outlines the components of a district level strategy to implement RtI district-wide and provide ongoing support to individual sites. Districts will need to assess these components in the context of their own structures and relationships with both their state education agencies and the individual schools that make up their district.
