The phenomenon of teacher leadership has been much studied but, until now, there has not been an adequate methodology for measuring teacher leadership quantitatively. This study is based on the development of an instrument that is a school-based survey which asks teachers to rate the frequency with which certain teacher leadership behaviors are observed. The instrument is grounded in empirical descriptions of teacher leadership and is based on an observationally anchored rating scale of teacher leadership behaviors. Respondents are asked to rate the frequency with which teacher leadership behaviors occur within schools, and the results are analyzed for reliability.
