The Commonwealth of Learning Review and Improvement Model (COL RIM) was developed by the Commonwealth of Learning in response to two key drivers: (1) Increased global emphasis on the quality of higher education; and (2) Rising concern about the high cost and uncertain benefits of conventional approaches to external quality assurance. Any post-secondary education or training institution in the Commonwealth can choose to implement the COL RIM. Participation is entirely voluntary and there are no high stakes consequences. Any outcomes of the review process are owned by an institution and it is up to it to share information with its stakeholders. The model is suitable for institutions of all types and sizes. This handbook explains this new approach to quality assurance of higher education which will meet the needs of an institution. Appended are: (1) Some Definitions; (2) Memorandum of Understanding for the COL RIM; (3) Suggested outline for the survey report; (4) Suggested outline for a scoping and evidence guide; (5) Suggested outline for self-review report; (6) Suggested outline for the verification report; (7) Template for providing information for COL RIM Meta Review; (8) COL RIM Quality Indicators; and (9) Three levels of performance.
