Career Education Evaluation in the State of Missouri

This doctoral team project focused on the state policies and procedures for evaluation of career education programs in Missouri. The project team worked with the Career Education department at the Missouri Department of Elementary and Secondary Education to investigate the current evaluation policies used. It was determined that the Career Education department does not have information on which area career centers use the current optional evaluation method and if the area career centers believe the current methods are beneficial in program evaluation. The team completed research on career education and the evaluation of this area of education. This research, coupled with the information gathered from the Career Education department, led the team to develop the following guiding questions: what does the area of evaluation look like in career education? How does the state of Missouri evaluate career education programs? To what degree do the area career centers in the state of Missouri participate in the current evaluation system? What recommendations can be made to the state of Missouri to improve the current evaluation policy? To answer the guiding questions and address the lack of knowledge at the state level, the project team researched career education and evaluation, specifically in Missouri. The team utilized an expert panel comprised of individuals familiar with career education and the current evaluation policy. The project team gathered data from the area career center directors concerning the degree to which the current evaluation methods were valued and applied. Over fifty percent of the area career center directors provided feedback which, paired with the research, was used to develop recommendations to the three key stakeholder groups, the Career Education department, Area career center directors, and State policy makers. The recommendations led to the development of the outcomes including a self-reflective evaluation questionnaire for the area career center directors.
