This document presents the report on the formative evaluation of the Aboriginal Skills and Employment Partnership (ASEP) program conducted by Human Resources and Skills Development Canada (HRSDC), covering the period from November 2003 to November 2006. The report is organized into four sections. Section 1 presents an overview of the ASEP program including descriptions of the nine ASEP projects, and an overview of the evaluation issues and questions. Section 2 contains details on the formative evaluation methodology. Section 3 presents findings according to the main formative evaluation issues and questions. Section 4 contains an overview of the main findings and conclusions. ASEP Program Logic Model is appended. (Contains 4 tables and 9 footnotes.)
