This sixth edition of the State Governance Report summarizes the most relevant issues, legislative proposals, and proposed policies facing public higher education and its governance and oversight. The majority of coverage is devoted to the current or just recently completed 2009 legislative sessions. Other issues covered in this report include court decisions and actions by state higher education agencies and public institutions. Unquestionably, the economic and fiscal crisis has been the overriding issue in the states. The opening section of this report summarizes the situation and its effects on public higher education. Drawing on several sources, the author builds on the Ingram Center's own survey of public institution and university system board chairs and executives conducted in spring 2009, which is available on the Association of Governing Boards of Universities and Colleges (AGB) website (www.agb.org). The resulting effects on public higher education listed in the report range from mandatory furloughs to ever-escalating tuition increases. (Contains 1 footnote.)
