The Hidden Picture: Administrators' Perspectives on Least Restrictive Environment
Garner, Gina Marlene
ProQuest LLC, Ph.D. Dissertation, Michigan State University
This study looks to better understand how administrators make a decision about a least restrictive environment placement recommendation. What decision processes do they engage in when merging information of individual and environment to create a working plan of access that will benefit all involved? It also seeks the factors that are primary in recommending placement in the general education environment. How do administrators balance the needs of the individual along with the needs of the whole school, and how has this changed in the current atmosphere of accountability? Three theoretical frameworks applied to a qualitative narrative study illuminate how education administrators, as street-level bureaucrats, utilize limited rationality decision-making processes to make least restrictive environment placement recommendations.
