An Evaluation of Leadership Competencies and Professional Development Recommendations for the Leaders of Delaware Adult Education

There is no specialized professional leadership development for the leaders of adult education in Delaware. This study examined competencies for such leaders as the researcher adapted a survey instrument asking participants to rank the relevance of performance indicators, derived from leadership competencies, to their work responsibilities, and then complete a self-assessment for each performance indicator. Thirty-one participants reported the largest relevancy-competency gaps for (1) involving staff in decision making; (2) advocacy for adult education at all levels of government; (3) compiling and using needs assessments. Personal interviews were conducted as a follow-up to the survey instrument responses. Based on the data analysis, the researcher made the following recommendations to the leadership of adult education and the Delaware Department of Education: (1) Adopt adult education leadership standards for Delaware to use as a self-assessment tool and basis for professional development; (2) Establish continuing leadership development opportunities; (3) Facilitate the establishment of a Leadership Development Action Committee for Delaware adult education.
