Low Incidence Special Education Services in Rural Schools: An Embedded Case Study in Northeastern Arizona

The No Child Left Behind Act and the Individuals with Disabilities Education Act 2004 mandate that school districts must provide services to students with special needs. Rural school districts have a variety of means to provide the necessary services for students with special needs. Special Education Services in Rural Schools: A Study in Northeastern Arizona is a research study encompassing Navajo and Apache counties in northeastern Arizona. The study included a survey and interview to determine the effectiveness of the supplemental service providers in the rural region. NVivo7 Student assisted in the interpretation of the survey and interview data. Results from the special education directors involved in the study demonstrated full-time faculty provide more effective services than other providers. Recommendations include encouraging school districts to work in partnership to provide full-time faculty for all districts.
