In order to understand the Open Schooling system in India, the National Institute of Open Schooling (NIOS), and its operations, the author scanned and read a large number of documents in a short span of time. These readings formed the basis of his discussions with a range of stakeholders with whom he conducted interviews/interaction to gather ideas and possible solutions. His belief from the beginning of this consultancy was to integrate the works already done at NIOS, and also to respect and consider the opinions of the senior staff currently working there. It is these people, who would be actually engaged in implementing the ideas presented in this report. His approach had been to present the objectives of the project to the interviewee, and ask suggestions and opinions in the context of capacity building in Open Schooling. The author used unstructured interview to give the interview an informal twist. However, in the beginning of the consultancy, he had formal discussion with the Chairman, NIOS, who also introduced him to the senior staff of NIOS through a formal meeting. He also suggested him to visit, State Open Schools in Haryana, Madhya Pradesh and Andhra Pradesh and facilitated the meetings there. This report is the outcome of his interpretive analysis and consolidation of ideas gathered though these meetings/discussion, and reading of available literature. Appendices include: (1) Suggested Capacity Building Policy for NIOS; and (2) Suggested Contract between COL and NIOS. (Contains 2 figures and 1 table.)
