An Evaluation of Ongoing Services in Milwaukee County: Profiles and Outcomes of Newly Opened Cases

This report provides findings from a study of families with newly opened cases served by Bureau of Milwaukee Child Welfare's Ongoing services program for children placed in out-of-home care. The Bureau is part of the Children's Services Division of the Wisconsin Department of Health and Family Services (DHFS). Specifically, the central goal of the evaluation was to determine if children and families benefit from the services they receive. For the Ongoing Services sample, outcome measures of interest include the rate at which permanent placements were achieved (e.g., through reunification of children with their families) and the rate of re-entry into out-of-home care. Also addressed are various indicators of the quality of family functioning and child well-being and data on problems and needs of families that can be used to facilitate service planning. Toward that end, this report provides some comparisons between children and families served by in-home Safety Services and those newly opened to Ongoing Services due to placement of a child in out-of-home care. The evaluation is being conducted by the Chapin Hall Center for Children at the University of Chicago and by the Helen Bader School of Social Welfare at the University of Wisconsin-Milwaukee, with funding from DHFS and the Jane B. Pettit and Annie E. Casey foundations. Appended to this report are: (1) Description of Additional Variables used in Cox Model; and (2) Examples of Child Well-Being Scales.
