Expanding Horizons: Pacesetters in Adult Education for Work

The publication is based on the "Adult Readiness Roundtable" Project co-sponsored by CAAL and the National Center on Education and the Economy on April 6-7, 2009. It is not a transcript of the Roundtable discussion; instead it reports on a two-day discussion meeting among a group of exemplary adult-education-for-work programs from around the country. It aims to stimulate thinking and action at the state and local levels, especially among provider groups that recognize the need for new approaches to service provision. The achievements reported by participants in the CAAL-NCEE Roundtable make a compelling case that adult education for work can and should expand to reach its full potential, and that its growth should be a large part of the growth of adult education and related programs in coming years. This will require leadership at all levels, and it will require changes in public policy to break down the silos that have constrained this and other important advances in workforce development. The barriers to growth of adult education for work identified by the Roundtable suggest, however, that local and state action will not be enough. Participants expressed support for the National Commission's proposals to create a federal policy structure targeted at supporting adult education for work as a priority service for meeting our national workforce needs, and for a substantial infusion of new federal funding to allow that service to realize its full potential to help rebuild the American economy over the next decade.
