Doing the Math: Are Maryland's High School Math Standards Adding Up to College Success?

The educational standards, instruction, and testing of mathematics remain a controversial subject in the United States. Given the significant and growing need for mathematics remediation, it is reasonable to question how well individual states are preparing its high school students to succeed. This evaluation examines the correlation between the skills required to perform well on the Accuplacer college-placement tests and the content covered by the related high school mathematics courses as determined by Maryland's Voluntary State Curriculum (VSC). It also evaluates the relevancy of the recently mandated High School Assessment for Algebra I/Data Analysis. Because the remedial mathematics situation is particularly pronounced at Baltimore City Community College where nearly all incoming students are placed into remedial math courses, Baltimore City Public Schools and Baltimore City Community College are examined in greater detail. With the exception of the recently updated Algebra II state curriculum, the report concludes that successful completion of mathematics courses and the Algebra High School Assessment (HSA), as prescribed by the VSC, does not lead to mastery of the skills required for the Accuplacer tests. A series of recommendations aimed at reducing the need for post-secondary mathematics remediation is included, calling for closer alignment of college and high school mathematics standards, curricula, and testing instruments. Two appendixes are included: (1) Accuplacer Elementary Algebra to VSC Algebra Alignment (Accuplacer Elementary Algebra Skills Chart; VSC for High School Math; VSC for Algebra I/Data Analysis; Algebra I/Data Analysis HSA 2008; Proficiency Statements for Accuplacer Elementary Algebra Test; and Achieve Analysis of Elementary Algebra Accuplacer); and (2) Accuplacer College Level Math Skills to VSC Algebra II Alignment (College-Level Mathematics Proficiency Statements; Algebra II VSC; and Achieve Analysis of College Level Algebra Accuplacer).
