Study of the Voluntary Public School Choice Program. Interim Report

The purpose of the Voluntary Public School Choice (VPSC) Program is to assist states and local school districts in the development of innovative strategies to expand options for students, and to encourage transfers of students from low-performing to higher-performing schools. This report presents interim findings from the National Evaluation of the VPSC Program, covering the first three years of implementation, from the fall of 2002 through the summer of 2005. The evaluation is based on a mixture of quantitative and qualitative methods, and draws from multiple data sources, including site visits, surveys, program documents, and student achievement records. The evaluation data suggest the following interim trends: (1) Although sites vary significantly in the design of their choice initiatives; number of students served, number of participating public schools, and capacity to accommodate transfers, choice initiatives tended to fall under major categories based on how sites have defined choice arrangements and directed the flow of transferring students; and (2) All sites focused on core activities of engaging parents and community members, and building capacity to attract and accommodate choice transfers throughout the implementation process. The report concludes that early VPSC Program experiences may serve as models to districts across the United States wanting to initiate or strengthen public school options and practices.
