At the United Nations Millennium Summit in September 2000, world leaders adopted the Millennium Development Goals (MDGs), which set targets for reducing poverty, hunger, disease, illiteracy, environmental degradation, and discrimination against women by 20151. The need for additional development funding, if the MDGs are to be achieved by 2015, is now generally recognized. The author urges prompt investigation, prioritisation and selection of new forms of financing development in general and the Millennium Development Goals in particular, widening the debate from the modalities of effecting resource transfers from rich to poor countries to considering options for co-financing the Goals through income redistribution and tax efforts within developing countries as well.
