The effects of migration on development depend on who leaves, where they go, and how home countries adjust to their leaving. The authors advocate that migration patterns and the capacity to adjust are fundamental determinants of a migration-development nexus, and that migration and development policies are complements rather than substitutes. The writers conclude that sound visa policies coupled with strategic capacity building in sending countries can turn immigration into a positive driver for development.
