The No Child Left Behind Act and the Individuals with Disabilities Education Act: A Progress Report

In 2004, the National Council on Disability (NCD) issued a report called "No Child Left Behind: Improving Educational Outcomes for Students with Disabilities," which examined the impact of No Child Left Behind (NCLB) and the Individuals with Disabilities Education Act (IDEA) on improving educational outcomes for students with disabilities. This report provides both a follow-up and a more detailed reporting of the trends and attitudes about NCLB and IDEA over the past several years. The authors spoke to dozens of researchers, practitioners, and state administrators from across the country about NCLB and IDEA. In addition, they conducted a study of 10 of the largest states in the nation, representing approximately half the U.S. general population. This report is divided into four sections. Part I provides a brief overview of trend data regarding students with disabilities. Part II describes conversations with state administrators and representatives about trends and issues related to NCLB and IDEA. Part III describes similar conversations with advocates, federal officials, and other stakeholders. Part IV provides recommendations based on the authors' findings.
