The E-Only Tipping Point for Journals: What's Ahead in the Print-to-Electronic Transition Zone

This report examines the issues associated with moves toward electronic-only publication of journals, based on interviews with academic librarians and journal publishers. Noting that publishers and libraries today find themselves in an extended transition zone between print-only and e-only journals, the report investigates forces driving change for both libraries and publishers, particularly financial exigencies and user expectations. Just as libraries are straining under the burden of subscribing to dual formats, publisher financial statements also reflect the additive effect of producing dual formats. However, the responsibilities of the library to support users and provide long-term access can act as brakes on the transition to e-only journals and a move to e-only entails adjustments to a publisher's marketing and production operations as well as cultural adjustments to the online publishing environment. As these adjustments are made, the report concludes that the role of the printed journal in the institutional marketplace faces a steep decline in the coming 5 to 10 years. Issues emerging from this study suggest the need for a fuller examination of and response to obstacles impeding the transition of journal articles fully into the digital networked environment, including: (1) New business models; (2) User expectations; (3) Publisher success stories; (4) Library success stories; (5) Preservation; and (6) Version of record.(Contains 32 endnotes and 5 figures.)
