Potential Cost Savings to Special Education Programs Resulting from the Implementation of Schools Attuned. All Kinds of Minds Research Brief

Based on the 23rd Annual Report to Congress on the Implementation of the Individuals with Disabilities Education Act (IDEA), the number of students with disabilities served under IDEA reached 5.6 million in the 1999-2000 school year. Students classified with specific learning disabilities continue to be the most prevalent group, representing half of the total students served. The Special Education Expenditure Project reported that during the 1999-2000 school year, the United States spent an estimated $50 billion on special education services. While the average per pupil cost to educate a student in regular education in the U.S. was estimated to be $6,556, average costs to educate a student with disabilities was $12,474, reflecting an added expenditure of $5,918 per student for special education services in 1999-2000. At the Vaughn Learning Center and Monroe Middle School, the implementation of Schools Attuned resulted in an almost 50% decrease in special education referrals and placements at these schools. To the degree that this is typical for schools that implement Schools Attuned to assist students that need special education services, comparative decreases in special education referrals and placements may be anticipated. Schools Attuned could potentially reduce the costs of serving students with learning disabilities currently in the special education system by as much as $7.5 billion, and will make more efficient future investments in the system.
