This report focuses on six areas in which policymakers can take action to enhance outcomes for students along the educational pipeline and thus increase the supply of knowledge workers. These areas include: (1) Promoting access to education and training and improving the alignment of adult and workforce education systems and postsecondary education; (2) Supporting student success, not just enrollment, in postsecondary education; (3) Encouraging upward transitions within and across educational systems; (4) Incorporating employer demand and state economic priorities in educational planning; (5) Building the capacity of postsecondary institutions and workforce education providers to offer high-quality curriculum and instruction, improve student success and work effectively with employers, and financing these improvements; and (6) Measuring the results of policies to promote student access, success and transitions across educational systems. The report outlines the challenges and highlights the possibilities facing state-level policymakers who seek to align state policies and resources in support of worker advancement and economic growth.
