Indicators of Opportunity in Higher Education. Fall 2004 Status Report
Pell Institute for the Study of Opportunity in Higher Education
The goal of this publication is to stimulate dialogue about defining opportunity for postsecondary education and ways to measure progress. It is hoped that this dialogue will inform the decision-making process of policymakers as they tackle policy challenges ranging from reform of K-12 education to improvement of postsecondary education. The purpose of this report is threefold: (1) to measure the opportunities for low-income students to access and succeed in higher education; (2) to track progress and improvement over time; and (3) to use the findings to advocate for increased understanding and support of programs that improve access to higher education.
