Investing In A Teacher Leadership Infrastructure For Washington Education: A Summative Assessment Of The Washington Initiative For National Board Teacher Certification

The Washington Initiative (WI) was created in 2001 as an effort to help strengthen education reform in Washington by addressing teacher quality. The major strategies of the WI were to increase the number of teachers certified by the National Board for Professional Teaching Standards and to support the leadership of these teachers in local education reform. The WI contracted with Inverness Research Associates to conduct evaluation studies during the three year period of the initial grants.1 This report is a final summative assessment of the Washington Initiative, with findings drawn from the series of studies undertaken over three years. The purpose of this report is twofold: It aims to enable a broad audience of educators and policy-makers to appreciate the specific contributions that the WI has made to education in Washington; simultaneously, it aims to enable this same broad audience to develop what we call an "investment perspective" on improvement initiatives. In this report, we emphasize the ways in which the WI created an improvement community and built an improvement infrastructure.
