Final Analysis of Evaluation of Homeschool and ChalleNGe Program Recruits

The Conference Report of the National Defense Authorization Act of Fiscal Year 1999 directed the establishment of a 5-year pilot program requiring the Services to treat two groups as Tier 1 for enlistment eligibility purposes: (1) graduates of homeschools and (2) graduates of the National Guard Youth ChalleNGe Program who also hold GED credentials [1]. The law limited the program to no more than 1,250 participants per Service per year for a combination of these two types of recruits. The law establishing the 5-year pilot program contained a requirement that the Department of Defense evaluate the program's effectiveness. For this purpose, the Directorate for Accession Policy, Office of the Assistant Secretary of Defense (Force Management Policy) asked CNA to conduct an objective assessment of how ChalleNGe graduates with GEDs and homeschooled graduates compare with other recruits.
