Moving the Goalposts: The Potential Effects of Changes in the University of California's Eligibility Requirements. Commission Report 04-18.
California Postsecondary Education Commission
The University of California is changing its eligibility requirements to bring the proportion of high school graduates eligible for admission closer to the figure recommended in the state?s Master Plan for Higher Education. The Commission examined three scenarios for tightening eligibility requirements and found that any changes are likely to have a disproportionate impact on African American and Latino graduates. This is one of a series of Commission reports on eligibility issues. A future report will examine the effect of changes in the California State University?s eligibility requirements. Appended are: (1) Details of Analysis; and (2) Sampling Process.
