Higher Education Opportunities for Students with Disabilities: A Primer for Policymakers
Steele, Patricia E.; Wolanin, Thomas R.
Institute for Higher Education Policy
In a new study under the Institute's Changing Dimensions grant from the Ford Foundation, the dilemmas facing policymakers dealing with students with disabilities are examined. As students with disabilities move toward equal opportunities in elementary and secondary education, policymakers have placed greater emphasis on equal access to postsecondary opportunities. This report focuses on the special barriers to equal educational opportunity in higher education faced by students with disabilities as they transition to higher education. Data for the population with disabilities are drawn from a variety of sources, and current data focusing on children, high school students, high school completers, students transitioning to college, students in college and students post degree completion are discussed. The report aims to provide a snapshot of the educational pipeline and postsecondary experiences for students with disabilities as they exist today.
