Washington Higher Education Coordinating Board
State law directs the Washington State Higher Education Coordinating Board (HECB) to recommend state tuition and fee policies to the Governor and Legislature. As part of its analysis, Board staff conducts an annual survey of tuition and fee rates at public colleges and universities in all 50 states to determine how Washington State tuition and fees compare both nationally and with other Western states. In addition, staff examines how tuition and fees at individual Washington institutions contrast with tuition and fees charged by comparable institutions nationwide. These comparable institutions are referred to as "peer" institutions throughout this report. Key findings from this year's tuition and fee report include: (1) Washington resident undergraduates pay somewhat less than the national average for tuition at the four-year institutions; (2) at the community colleges, Washington residents pay a little less than the national average; (3) the differences between Washington and "average" tuition and fee rates are more pronounced among comparable (peer) institutions; (4) resident undergraduate tuition and fee rates in Washington are higher than in most Western states; (5) Washington's rank in tuition levels among states and peers has remained steady; (6) significant spikes in tuition have occurred in every recession since the 1970s, and the cycle appears to be repeating; and (7) over the last 10 years, tuition and fees have increased 92 percent at the University of Washington.
