Effective Instructional Leadership Act--Technical Assistance Manual for Instructional Leaders, and Training Program Providers, July 1, 2004-June 30, 2006.

The Kentucky Department of Education, Office of Leadership and School Improvement developed this revised and updated technical assistance manual for the 2004-2006 Effective Instructional Leadership Act (EILA) cycle to assist local educators as they strive to improve the quality and effectiveness of their leadership skills and to assist districts as they work to build leadership capacity through implementation of the Effective Instructional Leadership Act. The Leadership Act was established to "encourage and require the maintenance and development of effective instructional leadership in the public schools of the Commonwealth and to recognize that principals with the assistance of assistant principals, supervisors of instruction, guidance counselors, and directors of special education have the primary responsibility for instructional leadership in the schools to which they are assigned." Appended are: (1) EILA Provider Proposal Form; (2) Sample EILA Assurances Page; (3) Sample End-of-Cycle Report; and (4) Governing Statutes and Regulations Related to EILA.
