This report uses a series of exhibits to present a snaphot of Title I schools serving migrant students on the eve of the passage of NCLB. In addition to updating the information provided in the earlier report, this report also focuses on a third evaluation question: What progress did these schools make over time between 1998-99 and 2000-01 in terms of implementation of the provisions of the 1994 legislation?
