This document contains an executive summary, main report, and detailed results by entry level of education, gender and ethnicity. The report examines the ways in which the State of Maryland economy benefits from the presence of the 16 community college districts in the state. Volume 1 is the Main Report, and Volume 2 includes detailed results. The colleges served an unduplicated headcount of 380,419 students in fiscal year 2002. The Maryland community colleges employed 7,026 full-time and 9,193 part-time faculty and staff in fiscal year 2002, amounting to a total annual payroll of some $507.7 million. The existence of the community college districts in Maryland account for a total of 4.2% of all earnings ($134.7 billion) generated from all sources in the region. The CC districts pay wages and salaries, which generate additional incomes as they are spent. Likewise, the aggregate college operating and capital expenditures generate still further earnings. Altogether, these earnings account for $755.4 million annually in the State of Maryland economy (equal to that of 22,378 jobs). Over the next 32 years, taxpayers should see a return of $15 for every dollar of state or local tax money invested in Maryland's CCs today. Students benefit from an annual return of 24% on their investment of time and money. The study also quantifies the effects of CCs on reduction of crime and welfare and unemployment.
