"Zero to Three" is a single-focus bulletin of the National Center for Infants, Toddlers, and Families providing insight from multiple disciplines on the development of infants, toddlers, and their families. Compiling articles from participants of the Leadership Development Initiative Class of 2001-2002, this issue focuses on evaluation of infant-family programs. Thibault, Pablo A. Stansbery, and Linda A. Wollesen); (9) "Every Child Counts: Creating a Community Holding Environment for Families with Young Children" (Deborah A. Bremond and Teddy Miller); (10) "Evaluating the Impact of Infant and Early Childhood Mental Health Training on Community Agencies" (Mary Claire Heffron); (11) "From Program Evaluation to Persuasive Reports" (Sandra Smith and Judith Brown Clark); and (12) "Evidence-Based Program Evaluation: A Guide for Agencies to Self-Assess Their Practices and Policies" (Diana Hammon Kellegrew, Susan O'Brien, and Elaine Groppenbacher). The issue includes an additional point-of-view article, "Early Head Start--An Investment in our Youngest Citizens" by U.S. Senator Tom Harkin.
