Evaluation of Collaboration between HEIs and FECs To Increase Participation in Higher Education. Report to HEFCE by the Institute for Access Studies, Staffordshire University.

The Higher Education Funding Council for England (HEFCE) commissioned this study to examine collaboration between higher education institutions (HEIs), further education colleges (FECs), and other education institutions, community groups, and regional agencies. Research was conducted in 25 regional partnerships funded by HEFCE as part of the widening participation special funding program. A particular focus was the initial 1-year research projects and, where applicable, the second phase projects. This report discusses the response of the HEIs and FECs to the HEFCE initiative and the process of creating partnerships and ongoing operation. The outcomes of collaboration are outlined, and key issues and problems involved in relation to regional collaboration are described. Many of the partnerships lacked a coherent vision, but coherent partnerships were shown to improve operation through shared vision, good practice, and the creation of new bridging organizations. Most of the newly formed partnerships were not in a position to consider the impact of their collaborative activities, but case studies have demonstrated the potential for collaboration to widen participation in higher education. Findings suggest that the HEFCE should be more prescriptive about key components of partnerships and provide guidance and assistance with strategic issues.
