This document presents the transcript of a hearing before the House Subcommittee on Education Reform concerning reforming the Individuals with Disabilities Education Act (IDEA). Highlights of the testimony include: (1) adding accountability measures to IDEA; (2) providing procedural relief without reducing protections for students with disabilities; (3) moving toward fulfilling Congress' commitment to provide 40% of excess costs; (4) monitoring and enforcement; and (5) training of teachers and related personnel.
