Better Management for Better Schools: A Review of the Structure and Functions of the Central Office of Cambridge Public Schools. Advisory Report.

This report reviews the structure and functions of the Central Office of Cambridge Public Schools, Massachusetts. During the 1990s, the Cambridge school system and other Massachusetts school districts faced intense pressure to raise student achievement in the face of redefined public expectations for public schools. This change in expectations is the result of four factors: accelerating developments in the economy, equity, international comparisons, and research and theory. The report focuses on "Increasing Student Achievement through Professional Development"; "A Need for Clarity: Educational Goals at Cambridge Public Schools"; "A Need for Integration: Strategies for Student Achievement": "A Need for Effective School Systems Operations"; and "Policy Recommendations" (leadership coherence, developing system-wide goals, designating a Deputy Superintendent for Instruction, defining a system-wide instructional strategy, redesigning the Instructional Division of the Cambridge Public Schools, reorganizing school system operations, fostering and supporting school leadership, and obtaining professional office facilities for the school system's Central Office).
