Standards for Adult Education ESL Programs.

This monograph describes the components of a quality adult education English as a Second Language (ESL) program. The standards reflect the great variety of adult ESL programs in the United States. Part 1, "Introduction," describes issues to be considered in developing standards for program quality and explains how to use the program self-review instrument. Part 2, "Standards for Adult Education ESL Programs," lists the nine standards: program structure, administration, and planning; curriculum and instructional materials; instruction; learner recruitment, intake, and orientation; learner retention and transition; assessment and learner gains; employment conditions and staffing; professional development and staff evaluation; and support services. Part 3, "Program Narratives," describes two programs and demonstrates how they are scored on sample standards. Part 4, "Program Self-Review Instrument," offers an instrument to accompany the standards.
