In response to a request from the Permanent Subcommittee on Investigations of the U.S. Senate Committee on Governmental Affairs, this report summarizes findings of the General Accounting Office (GAO) about weaknesses in the U.S. Department of Education's administration of student loans for postsecondary education. The General Accounting Office tested the Department of Education by creating a fictitious graduate-level foreign school, obtaining certification, and then obtaining approval for student loans on behalf of three fictitious students at the fictitious foreign school. The report recommends that the Secretary of Education implement a verification process to ensure that a foreign school applying to participate in federal student loan programs actually exists and is appropriately recognized. The Foreign Service Team of the Department of Education advised the about the actions it plans to take based on the GAO findings and recommendations. (SLD)
