Doing More with Less: Community Colleges & the New Economy. Summary of the Annual Policy Forum (4th, Washington, DC, February 9, 2002).

Every year the Education Commission of the States (ECS) Center for Community College Policy holds a policy forum to which state community college directors and association presidents are invited. The goal of these forums is to provide an opportunity for community college state directors and association presidents to discuss critical policy issues with their peers and to learn from one another about which policies work or do not work in their respective states. The topic of the fourth annual forum was the current economic crisis in the states and the opportunities and challenges this crisis presents to community colleges. This paper offers a summary of the Forum proceedings. Ray Taylor opened the meeting with the observation that it is critical for community college leaders to understand the policy issues facing community colleges. Katherine Boswell discussed the issue of state budgetary shortfalls, which are currently affecting 44 states. As a result, states face tough choices regarding what programs will undergo budget cuts. The increase in enrollment exacerbates the funding dilemmas in higher education. Kay McClenney emphasized that even if the economic recession proves to be short-lived, community college leaders should use the lessons of the recession to make fundamental changes in the way the colleges do business.
