National School Boards Association, Alexandria, VA. Council of School Attorneys.
This text presents the key points of the No Child Left Behind (NCLB) Act of 2002. It is divided into three sections. Section 1 describes the political and policy contexts for implementation of the act. It features a timetable to help guide local school boards, including notification and reporting requirements for local boards. It summarizes the key provision of the act, details the new legal requirements for including students in statewide assessments, and considers the federal legal implications of using one test for two purposes. Section 2, "Testing and Accountability, State Responsibilities, and Public School Choice," describes supplemental services and the comments on Education Secretary Paige's descriptions of these services. The section also includes school-improvement options charts and general policies associated with NCLB. The final section focuses on employment and hiring practices, as well as miscellaneous provisions and parental choices. It includes an executive summary of NCLB and the new standards for teachers and paraprofessionals. (RJM)
