This report reviews current and developing policy issues in the context of the guiding principles of the American Association of State Colleges and Universities and articulates the Association's public positions and priorities based on that review. It is expected that 2003 will be one of the most challenging in a generation for state colleges and universities as unprecedented enrollments test institutional capacity and creativity and a deepening financial crisis forces painful choices for policy makers and administrators. Policies are outlined in the areas of: (1) student financial aid; (2) national security and internationalization; (3) tax policy; (4) science and research; (5) teacher preparation, development, and support; (6)access and inclusion; (7) economic and workforce development; and (8) governance.
