Program Evaluation: Strategies for Assessing How Information Dissemination Contributes to Agency Goals. Report to Congressional Committees.
Federal agencies use information dissemination programs as one of several tools to achieve various social or environmental goals. Evaluations of five federal information dissemination program cases were examined to assist agency efforts in evaluating and improving the effectiveness of such programs. These cases were: Environmental Protection Agency (EPA) Compliance Assistance, the Eisenhower Professional Development Program, the Expanded Food and Nutrition Education Program (EFNEP), the National Tobacco Control Program, and the National Youth Anti-Drug Media Campaign. Useful evaluation strategies were identified that other agencies might adopt. This report discusses the strategies by which these five cases addressed their evaluation challenges. Contents include: the results in brief; background; scope and methodology; case descriptions; observations; and Agency comments. The following sections are highlighted: "Program Flexibility, Delayed Effects, and External Influences Posed Major Evaluation Challenges"; "Surveys and Logic Models Helped Address Most Challenges, but External Factors Supported These Evaluations"; and "Congressional Interest, Collaboration, Available Information and Expertise Supported These Evaluations."
