The main objectives were to introduce European work in civic education, particularly that of Romania and Ireland, and to draft the first version of a new civic education concept in the framework of social studies. The second seminar continues the work of devising strategies for civic education in the Russian Federation. The objectives were: (1) to present civic education work in Lithuania, the Netherlands, and Great Britain with a view to analyzing and comparing different systems of civic education; (2) to become familiar with the work of the Council of Europe; (3) to facilitate dialogue among the different actors in various structures, trends, and schools involved in the development of a civic education policy in the Russian Federation; (4) to make suggestions and proposals to the Council of Europe on concepts of civic education; and (5) to outline an implementation strategy for civic education.
