This report assesses the extent to which lifelong learning (LL) is being implemented in vocational education and training (VET) in Italy. Section 1 depicts the general situation regarding policies and innovations introduced at the statutory level to implement LL objectives. It introduces the principle of integration around which policy is currently being built; analyzes actions promoting cooperation between bodies from different institutional and social backgrounds; presents innovations in the initial VET system; describes national politics for continuing training in the business environment; and introduces the specific legislative form of adult education. Section 2 looks at support measures to promote participation and access to LL, modes of delivery, and action. It studies national legislation and skills certification as a fundamental tools of integration; deals with cooperation between institutions and social partners; looks at planning models; examines an individual's right to individualized continuing VET; tackles the issue of distance training and self training; and illustrates significant national initiatives and reform of guidance services. Section 3 deals with how educational modeling has incorporated changes currently underway, and new curricular models, learning environments, and skills for trainers. Section 4 highlights study results in terms of innovations started within the Italian national system as open problems to resolve if LL principles are to be correctly applied.
