The Road to a College Diploma: The Complex Reality of Raising Educational Achievement for Hispanics in the United States. An Interim Report of the President's Advisory Commission on Educational Excellence for Hispanic Americans.

In 2001, the President's Advisory Commission on Educational Excellence for Hispanic Americans was created to develop a multi-year plan for closing the achievement gap facing Hispanic Americans and attaining the goals established by the 2001 No Child Left Behind Act. The Commission defined five strategic imperatives: coordinating a national campaign for action; putting college on the radar screen; establishing measurable strategies and goals; abandoning one-size-fits-all thinking; and asking what works and for whom. This report explores the Commission's first 7 months of work. Section 1, "Introduction," reviews the issue. Section 2, "Reading the Signs: Educating Our Largest Growing Population," examines the complex demographics of U.S. Hispanics, particularly in terms of educational achievement and challenges. Section 3, "A Framework for Change: The No Child Left Behind Act of 2001," analyzes the Act and the unprecedented opportunity offered by its educational reforms to improve Hispanic student achievement. Section 4, "Setting the Course: The Role of Each Stakeholder," considers how different stakeholders might perform their roles in correcting systemic shortcomings in the education of Hispanics. Six appendices include Executive Order 13230; President's Advisory Commission Working Groups; schedule of Commission's meetings and public events; selected bibliography; reporting guidelines and federal report forms; and acknowledgments.
