Scenarios To Illustrate Effective Participation in District and College Governance.

This is a joint publication of the Community College League of California and the Academic Senate for California Community Colleges. It presents 27 scenarios that illustrate effective participation in district and college governance. The scenarios represent situations that raise questions regarding the roles of key figures in governance, including those among the academic senate, administrators, and the board of trustees. The format for each scenario includes: (1) a statement of the issue; (2) a citation of the pertinent section of Title 5 or the Education Code and determination of whether or not the issue is under the purview of the academic senate; (3) the process recommended to resolve the situation; (4) a description of a suggested approach; and (5) references to appropriate questions and answers. The scenario topics include curriculum; degree and certificate requirements; grading policies; educational program development; student preparation and success; faculty roles in district and college governance structures; faculty roles in accreditation; policy for faculty professional development activities; processes for program review; processes for institutional planning and budget development; minimum qualifications for hire; hiring criteria, policies and procedures; late retirements; equivalency to minimum qualifications; administrative retreat rights; and placing items on the governing board and academic senate-union relations. The recommended approaches to these issues assume that board policies on effective participation in governance are in place. (Author/NS)
