Debating the Options for Adolescents at Risk: Can We Safeguard the Interests of Endangered Adolescents?

This forum discusses the importance of safeguarding the wellbeing of older children enmeshed in Minnesota's child welfare system, emphasizing the need for permanency and acknowledging of the ascendancy of the court system. Section one presents basic data on Minnesota adolescents in out-of-home care, noting the high proportion of minorities. Section two includes presentations that examine groups of adolescents of major concern due to gaps in social services or inattention to their needs. Section three presents findings from outcome research on adolescents experiencing placement. Section four discusses the politics of this issue and recommends that groups pull together to find a solution. The forum concludes that the focus on problems in the child welfare system has led to a sense that the current system is a failure, noting that the negative political aura surrounding the child welfare system is reinforced by the ideological stance of many political figures that adolescent problems are the responsibility of the family, not the government.
