This handbook outlines Middle States Commission on Higher Education (MSCHE) processes to facilitate "collaborative reviews" between MSCHE and other specialized and professional accreditors, governmental agencies, and other organizations that are selected by the institution being reviewed. Guidelines were developed in 1997 and subjected to a 4-year pilot for tests that included 21 institutional reviews. These revised guidelines incorporate improvements developed during the pilot and those suggested by the 102 instructional or agency representatives who were surveyed to evaluate the pilot project. The guide contains these chapters: (1) "Introduction"; (2) "Purposes of Collaborative Review"; (3) "What Is a Collaborative Review?"; (4) "An Overview of the Collaborative Review Process"; (5) "Qualities That Foster Success"; (6) "Initiating the Collaborative Review Process"; (7) "The Collaborative Agreement"; (8) "Preparing the Internal Institutional Review Document"; (9) "Selecting the Team and the Chair"; (10) "The Team Report and Recommendations"; (11) "Accreditation and Other Actions Following Team Visits"; (12) "Cooperation with Government Agencies"; (13) "Collaborative Reviews with Other Organizations"; (14) "Evaluating the Collaborative Review Process"; and (15) "Conclusion." An appendix contains the Association of Specialized and Professional Accreditors code of good practice and notes. (SLD)
