Distance Learning Programs: Interregional Guidelines for Electronically Offered Degree and Certificate Programs.

The text in this document was developed and released by the eight regional accrediting commissions in the United States as two documents, "Best Practices for Electronically Offered Degree and Certificate Programs" and "Statement of Commitment by the Regional Accrediting Commissions for the Evaluation of Electronically Offered Degree and Certificate Programs." These documents were adopted in March 2001 and are here combined to replace "Guidelines for Distance Learning Programs," published by the Middle States Commission on Higher Education in March 1997. The approach of the regional commissions to these emergent forms of distance learning is expressed in a set of commitments aimed at ensuring high quality in distance education. These include commitment to the traditions, principles, and values that have guided the commissions approach to educational innovation, commitment to cooperation among the eight regional commissions, and commitment to supporting good practice. The best practices described explicate how the well-established essentials of institutional quality founding regional accreditation standards are applicable to the emergent forms of learning. The best practices are divided into these components: (1) institutional context and commitment; (2) curriculum and instruction; (3) faculty support; (4) student support; and (5) evaluation and assessment. Each component begins with a general statement followed by individual paragraphs addressing specific elements necessary to quality distance education programming.
