Greater Expectations: A New Vision for Learning as a Nation Goes to College. National Panel Report.

This report presents the sustained and collective work of the 25 members of the Greater Expectations National Panel as they deliberated on the challenges facing higher education. These deliberations have led to a recommendation to rethink what should be expected from higher education and how college education should be provided. Even as college attendance is rising, the performance of too many students is faltering. The college experience has become a revolving door for many students, and the college years are spent poorly by others. Preparation for higher learning has not kept pace with access, and secondary education in many school districts continues to be seriously deficient. The Panel identified other barriers to excellence in higher education, including demands on student time and financial burdens. The key to successful reform is a clear focus on the kinds of learning that students need for a complex world. Students will continue to pursue different specializations in college, but the Panel calls for higher education to help college students become intentional learners who are empowered through the mastery of intellectual and practice skills, informed by knowledge about the natural and social worlds, and responsible for their personal actions and for civic values. This report further describes a New Academy that is learning-centered, with a rich and desirable diversity of approaches to education and a shared commitment to high standards. New collaborations will create more purposeful educational environments to allow easier passage from one educational institution to another. (Contains 61 endnotes.) (SLD)
