State Title I Migrant Participation Information, 1998-99.

States use federal Migrant Education Program (MEP) funds to provide migrant children with services that address the special needs related to continual educational disruption. MEP services can be instructional or supporting. This report summarizes MEP participation information provided by state education agencies for the 1998-99 school year. The report's two sections present a descriptive summary of Title I MEP participation and staffing, and individual state profiles. In 1998-99, the 12-month count of eligible students was 783,867 and the summer count was 311,914, up 4-5 percent from the previous year. Overall, states provided services to 682,092 students (an unduplicated count), up 10 percent. About one-quarter of migrant participants were served in California, with an additional 25 percent in Texas and Florida combined. Increases in unduplicated participant counts were reported by 31 states, with California reporting a 26 percent increase. The participant population was 86 percent Hispanic and 53 percent male. In states reporting such services, limited-English-proficiency services were provided to 30 percent of participants. The MEP served more children in grades 1-6 than in other grade spans. However, all states served preschool children, and most served secondary and out-of-school youth. Summary tables and individual state profiles present data on eligible child count; participants; race/ethnicity; grade span; percentage of migrant students receiving various instructional and supporting services; numbers of instructional and noninstructional staff; and numbers of total, extended-time, and schoolwide programs.
