Priorities for California Educational Technology Funding. Commission Report.

This report responds to a mandate from the California Assembly to convene a working group to facilitate the development of statewide funding priorities for educational technology in higher education. The findings from this study will help policymakers to determine the allocation of scare state resources. Six working group meetings, additional discussions and dialogue with practitioners in California and the rest of the United States, and discussions with researchers, consultants, and students were supplemented by a comprehensive survey of approximately 450 California postsecondary institutions of higher education. The California Postsecondary Education Commission, based on the findings of this study, recommends that the state give the highest priority to funding projects and initiatives that provide access to undergraduates and that reflect collaboration between the public schools and segments of higher education. In addition, the Commission has identified these areas as those on which the state should focus: (1) teacher preparation, especially in science and mathematics; (2) workforce training; (3) existence of a common basic infrastructure; (4) effective online or distance learning; (5) leverage of other public and private resources; and (6) educational services to learners who are geographically isolated or who have the greatest needs. Three appendixes list working group participants, describe strategic planning for educational technology and higher education, and summarize the results of a survey on distance learning. (SLD)
