Tribal Colleges and Universities. Executive Order.

This Executive Order establishes the President's Board of Advisors on Tribal Colleges and Universities (Board) within the Department of Education. The Board shall consist of not more than 15 members appointed by the President. The Board shall include representatives of tribal colleges and may also include representatives of other education communities; tribal officials; health, business, and financial institutions; private foundations; and other persons the President deems appropriate. The Board shall provide recommendations on how the Federal Government can help tribal colleges use endowment building and planning to strengthen institutional viability; improve financial management; obtain private-sector funding; use new technologies; enhance physical infrastructure; and help implement the No Child Left Behind Act of 2001. The Board shall meet at least annually. There shall be established in the Department of Education, the White House Initiative on Tribal Colleges and Universities (WHITCU). The WHITCU shall provide staff support for the Board and assist the Secretary of Education in carrying out responsibilities under this order. Each executive agency, as determined by the Secretary, shall appoint a liaison to the WHITCU. Each agency shall prepare a 3-year plan addressing how it intends to fulfill the purposes of this order. The Board and WHITCU shall also develop from these plans an integrated 3-year plan for assistance to tribal colleges. The Board and WHITCU shall encourage the private sector to assist tribal colleges. The Board shall terminate in 2 years, unless renewed by the President. (TD)
